I was shocked when I heard, years ago, about the London Congestion Charge. This was implemented all the way back in February of 2003... (Apparently inspired by Singapore's road-use charge, which London modeled it after.)
Looks like the London Congestion Charge system requires a 10GBP 'registration' charge to get started. You then supply the info for them to automatically charge your account when the traffic cameras see your vehicle reg plate in the restricted London area. Then, every time you travel into the area between 7AM and 11PM, any day of the year (except Christmas day) you are automatically charged 15GBP. This charge is incurred, even if you just cut thru London, and (of course) this does not include parking fees - if you could find parking. I worked in London for a while, and in an office of ~40 employees, precisely one employee commuted by his own vehicle, and that was a motorcycle. The landlord of our 4-story building parked his Bentley in the cobblestone courtyard, because it was free.
It's not surprising to me, then, to see London implement the crackdown on non-ULEV vehicles. Still, I don't like it, and hope we don't follow suit. Then again, I live in Fairfax County, and I have to submit to (and pay for) emissions testing on my cars, that people living in other Virginia counties do not have.

It's not surprising to me, then, to see London implement the crackdown on non-ULEV vehicles. Still, I don't like it, and hope we don't follow suit. Then again, I live in Fairfax County, and I have to submit to (and pay for) emissions testing on my cars, that people living in other Virginia counties do not have. I never realized that, in VA, emissions requirements vary by county. In Maryland, it's state-wide and we pay as well -- every two years if your car passes on the first try.
